The catch is category. Financial, health and legal services are all generally prohibited outside the United States, individual property and job listings are prohibited everywhere, and cannabis is disallowed despite being legal here.

Can Canadian businesses actually buy ChatGPT ads?
Yes, and the confusion is worth clearing up because two separate things happened at different times.
The first was ads appearing to Canadian ChatGPT users. The second was Canadian businesses being able to buy them. A lot of Canadian agency pages published this year conflate the two, or answer the first question and imply the second.
On the buying side, OpenAI maintains a country list in its Ads Manager availability documentation. Canada is listed as Available for self service. OpenAI adds one condition that matters for anyone with a cross border structure: to use self service Ads Manager, the legal entity that will advertise and be billed must be based in a country listed as available.

OpenAI is also explicit that availability keys off the advertiser business or ad account country chosen during setup. The country attached to your personal ChatGPT login does not override it, and creating an account for an unavailable country does not grant access.
How ChatGPT ads reached Canada
The dates matter because most of the guidance circulating right now was written against an earlier state of the product. OpenAI has been updating one announcement post in place, which is where the confirmed sequence lives.

One detail from the September announcement is worth flagging for Canadian ecommerce operators. The ChatGPT Ads app for Shopify launched for US merchants on 16 September and, per OpenAI, becomes available internationally in markets where ChatGPT Ads are available starting 23 September 2026. Sponsored Agents, the format that lets a user open a conversation with a business sponsored agent after clicking an ad, is still US only and in test.
The categories that are blocked for Canadian advertisers
This is the section that decides whether the rest of the article is relevant to you, and it is the one almost no Canadian page has written, because it requires reading the OpenAI Ad Policies rather than the launch announcement.
During the early phase OpenAI is running a permitted list, not a prohibited list. The allowed categories are household and consumer goods, local services, travel and entertainment, and digital products or education. Everything else is disallowed by default and expands over time.
On top of that, several restricted categories are explicitly limited to the United States. Here is how that lands on the Canadian small business market.

Read that table against a list of the businesses that spend the most on local advertising in Canada and the picture is stark. Mortgage brokers, clinics, law firms and realtors are four of the heaviest local ad spenders in the country, and all four are currently outside this channel. Cannabis retail, a fully legal Canadian industry, is also out.
There is also a baseline standard that applies regardless of category. Ads must be truthful and not misleading about capabilities, pricing, outcomes, affiliations or comparisons. Ads must not imitate the ChatGPT interface in a way that could make a user think the ad is part of the product. And ads must be consistent end to end, so an approved creative cannot link to a landing page that introduces disallowed content.
How the ads actually work, and why keywords do not exist

Ads appear below the ChatGPT response, clearly labelled and visually separated from the answer. Each unit has six components: advertiser name, favicon, title, copy, landing page and an image asset. OpenAI states ads do not influence the answers ChatGPT gives.
The mental model break for anyone coming from Google Ads is the targeting unit. There are no keywords and no match types. At the ad group level you supply context hints, which describe the conversations, topics or keywords where your product or service might be relevant. OpenAI is direct that these hints guide matching but are not exact match keywords and do not guarantee delivery in specific conversations.
Selection considers the context and intent of the current conversation, your landing page, title and copy, your context hints and, when ads personalisation is enabled, broader signals from the user ChatGPT experience. The auction is described as a relevance weighted second price auction.
The practical consequence is that your landing page and ad copy are targeting inputs, not just conversion assets. In Google Ads a bad landing page costs you Quality Score. OpenAI also states advertisers do not get access to chats, chat history, memories or personal details, and receive only aggregate performance data. So there is no query report to mine, which is a real loss of control compared with search.
What ChatGPT ads cost
OpenAI publishes its own guidance rather than a rate card, and the figure it gives is a bid recommendation, not a market average.
- Billing models: Views for impression based buying, Clicks to optimise for traffic, or Conversions to optimise toward a supported conversion event. Conversion optimised campaigns using click billing charge for valid clicks, not conversions.
- Bidding: you set a maximum bid at the ad group level, a maximum CPM for Reach campaigns or a maximum CPC for Clicks campaigns.
- Recommended starting bid: OpenAI recommends starting with a maximum bid of $3 to $5 USD per click for CPC campaigns. At mid September 2026 exchange rates that lands roughly in the $4 to $7 CAD range, but check the rate on the day rather than relying on that.
- Bid guidance: Ads Manager may indicate whether a bid is likely to be competitive or may limit delivery.
Two currency points that are easy to get wrong. First, the recommended bid is stated in USD, and your reporting will be in whatever account currency you chose. Second, OpenAI states the billing currency selected at account creation cannot be changed later. If you pick the wrong one you create a new account.
Third party CPM and CPC figures are circulating widely. Treat them as published third party estimates rather than rates, because OpenAI has not published observed averages and the auction is young enough that any number from earlier in 2026 may not describe the market you are bidding into. Setting up an account, and the four decisions you cannot undo

OpenAI documents a five step flow in its Ads Manager account setup guide: create the account, complete onboarding and verification, complete account information, set up billing and payment, then invite team members. Verification runs through Persona, and OpenAI notes applications sit in a rolling review queue that may take time.
Four things are worth planning before you touch the signup form.
- Country, currency and time zone are permanent. OpenAI states these cannot be changed after the advertiser account is created, because they affect billing, reporting and eligibility. Getting one wrong means creating a new account.
- Account name and logo must be final. They appear in the ad unit itself, and OpenAI states ads will not serve until this step is complete. Use the trading name customers recognise, not the numbered company.
- Your agency cannot create the account for you. OpenAI states individual advertiser onboarding and agencies creating advertiser accounts on a client behalf are not supported. An agency can be invited after the client creates the account. This is a genuine workflow difference from Google Ads and Meta, where agency created client accounts are routine, and it will surprise anyone who has handed account setup to a vendor for a decade.
- There is a ten account ceiling per login. Once you belong to ten or more ad accounts, created or joined by invitation, you cannot create another yourself. Relevant for anyone running multiple brands.
Verification and account review are separate steps. Completing identity verification does not mean the account can run campaigns immediately, and OpenAI states duplicate applications do not speed anything up and can slow review by creating confusion about which account is correct.

The honest read is that ChatGPT Ads is not a replacement for either incumbent in 2026. It is a third placement with a distinct intent profile and materially weaker measurement. Should you run them yet?
Short version: test it if you are in a permitted category and already have a working paid channel. Ignore it otherwise.
Run a test now if
- You sell consumer goods, local services, travel and experiences, or digital products and education.
- Google Search is already at or near budget saturation for your core terms, so incremental spend there is buying worse clicks.
- Your landing page converts, because it is a targeting input here and not just a destination.
- You can tolerate campaign level reporting without query data for a quarter.
- You are a Shopify merchant, since the ChatGPT Ads app reaches international markets from 23 September 2026 and removes most of the setup work.
Wait if
- You are in a blocked category. Applying anyway wastes review cycles and creates an account record you may not want.
- Your total monthly paid budget is small enough that splitting it across three platforms makes none of them statistically readable.
- You need query level data to justify spend internally.
- Your entire marketing operation runs through an agency that expects to create accounts, because that workflow does not exist here.
The broader point is that paid placement in an AI assistant is one of two ways to show up in those conversations, and it is the one you rent. The other is being the source the model cites, which you own. Common mistakes
- Assuming ads showing in Canada means Canadians can buy. Those were two separate milestones. Both are now true, which is why the distinction is disappearing from the conversation, but it is why older guidance contradicts itself.
- Choosing the wrong country or currency at signup. Permanent. This is the single most expensive five second decision in the flow.
- Treating context hints as keywords. They guide matching. They do not guarantee placement and they are not exact match. Writing them like a keyword list produces thin delivery.
- Reading a zero in the spend column as no charges. OpenAI states impressions, clicks and CTR can appear within minutes while spend reporting lags, so displayed spend of zero does not mean nothing has accrued.
- Applying the US financial, health or legal carve outs to a Canadian account. Those allowances are US specific and case by case. Outside the US the policy language is prohibition.
- Letting the agency create the account. Not supported. The client creates it and invites the agency, which means someone at the business has to own the billing profile.
- Skipping UTM parameters. OpenAI states static tracking parameters persist on ad clicks, so UTMs are how you get this traffic into the analytics stack you already trust.

The bottom line
ChatGPT Ads is genuinely open to Canadian businesses, which is more than most new ad platforms can say at this stage. It is also narrower than the coverage suggests. The permitted list is four consumer categories, the measurement is thin, the agency workflow is inverted, and several of the highest spending local verticals in Canada are simply not allowed in yet.
If you are in a permitted category, the right move is a small, bounded test with UTM parameters wired in from day one, run alongside what already works rather than instead of it.
