For most Canadian service businesses, Performance Max is worth running only under three conditions: you have conversion tracking that distinguishes a qualified lead from a form fill, you have enough monthly budget for the campaign to exit learning, and you already have a Search campaign capturing your existing demand. Miss any one of those and Performance Max will spend efficiently on the wrong people and report it as success.

Summary
- Performance Max serves across YouTube, Display, Search, Discover, Gmail and Maps from a single campaign, according to Google’s own documentation.
- It was built for ecommerce, where the conversion is a purchase with a real value attached. Lead generation gives it a weaker signal to optimise against.
- The three conditions: lead quality tracking, sufficient budget, and an existing Search campaign. All three, not two.
- You have more control than the “black box” reputation suggests. Campaign level negative keywords now go up to 10,000, and brand exclusions, placement exclusions and content suitability settings all apply.
- Negative keywords in Performance Max apply to Search and Shopping inventory only. They do not filter YouTube or Display.
- Search campaigns with exact match keywords take priority over Performance Max, unless the Search campaign is budget limited.
- Below roughly $1,500 CAD per month in a service category, a tightly built Search campaign usually beats Performance Max.

What is Performance Max?
Performance Max is a goal based Google Ads campaign type that serves across all of Google’s inventory from one campaign. Google’s official documentation lists YouTube, Display, Search, Discover, Gmail and Maps, and notes that new channels and inventory may be added over time.
Instead of building keyword lists and ad groups, you supply asset groups, which are collections of headlines, descriptions, images, logos and videos built around a theme, plus audience signals describing who you think converts. Google’s systems assemble the ads and decide placement, audience and bid.
What it is not
It is not a Search campaign with extra reach, and this is the most expensive misunderstanding in the category. A Search campaign responds to stated intent: someone typed a query. Performance Max spends a large share of its budget on inventory where nobody typed anything, and where the system is predicting interest rather than reading it.
It is also not a replacement for your brand terms. Left unmanaged, Performance Max will happily buy traffic from people searching your own company name, convert them at an excellent rate, and report a cost per acquisition that makes the campaign look like your best performer. Those people were going to find you anyway.
Should you run Performance Max? The three condition test
Run it only if you can answer yes to all three. Two out of three is a no.
Condition one: you can tell a good lead from a bad one, in the account
Performance Max optimises toward whatever you tell it a conversion is. If a conversion is “form submitted,” it will find the cheapest people on the internet who will submit a form. Many of them will be unqualified, out of your service area, or not real.
What fixes this is offline conversion import, or at minimum a staged conversion model: a lower value action for the form fill and a higher value action for the qualified consultation or closed job, fed back into Google Ads. Without that, the optimisation target is volume and the system will deliver volume.
If your tracking is currently disagreeing across platforms, fix that before you touch Performance Max. Our guide to why Google Ads, Meta and GA4 report different conversions walks through the reconciliation.
Condition two: enough budget to exit learning
Performance Max needs conversion volume to learn. In a service category with a cost per lead in the $40 to $150 CAD range, a campaign generating five leads a month will never stabilise. It will sit in a permanent learning state, reallocating spend based on noise.
A workable rule: you want enough budget to produce at least thirty conversions a month at your actual cost per lead. Below that threshold, concentrate the money into Search where every dollar is tied to a typed query.
Condition three: your Search campaign already exists and is capturing demand
Performance Max is an expansion play. It makes sense when you are already capturing the people actively searching for your service and you want to reach people earlier in the cycle. Running it as your first and only campaign means paying to discover demand before you have captured the demand that already exists.
| Situation | Verdict | Do this instead |
|---|---|---|
| Ecommerce with a product feed and purchase tracking | Run it | Standard setup with brand exclusions |
| Service business, offline conversions imported, $3,000+ CAD per month | Run it | Launch alongside Search, not instead of it |
| Service business, form fills only, $1,000 CAD per month | Do not run it | Tight Search campaign on exact and phrase match |
| Local trades or home services in one city | Usually no | Search plus Local Services Ads |
| Brand new business, no conversion history | No | Search, gather thirty days of data first |
| Long sales cycle, low lead volume, high deal value | Only with offline import | Search plus a tracked CRM feedback loop |
| Multi location with physical stores | Often yes | Add store visit goals and location assets |
For local service businesses specifically, the comparison that matters more is Performance Max against Local Services Ads, which we covered in Google Ads versus Local Services Ads in Canada.
Why is Performance Max harder for lead generation than ecommerce?
Because an ecommerce conversion carries a real dollar value at the moment it happens, and a lead does not. That single difference changes what the system is able to optimise toward.
When a store sells a $240 CAD item, Google receives an unambiguous signal: this click produced $240 of revenue. The system can then find more people like that buyer and bid accordingly. When a plumbing company receives a form submission, Google receives “one conversion.” A tire kicker in the wrong city and a homeowner with a burst pipe look identical in the data.
The three failure modes
- Volume optimisation. The system maximises conversion count, which means it finds the cheapest form fills. Cost per lead falls, cost per customer rises, and the account looks like it is improving.
- Brand absorption. Without brand exclusions, the campaign buys your own brand searches and claims credit for customers you already had.
- Display drift. A meaningful share of spend lands on Display and YouTube inventory. For an ecommerce retargeting case that works. For an emergency service where demand is immediate and local, it frequently does not.
None of these are faults in the product. They are the predictable result of giving an optimisation system a weak definition of success. Fix the definition and the behaviour changes.

What can you actually control in Performance Max?
More than the black box reputation suggests. Google’s documentation sets out a substantial control surface, and most underperforming campaigns are simply not using it.
| Control | What it does | Scope and limits |
|---|---|---|
| Negative keywords | Blocks queries from triggering the campaign | Applies to Search and Shopping inventory only. Limit raised from 100 to 10,000 per campaign |
| Brand exclusions | Stops branded traffic for your brand, competitors or partners | Built as a brand list, applied per campaign or at account level |
| Search themes | Points the system at high value intent | Google states these carry the same priority as phrase and broad match keywords |
| Audience signals | Speeds up learning with high intent audiences | A hint, not a targeting restriction |
| Asset groups | Creative sets built around a theme or audience | Your main lever for separating service lines |
| Placement exclusions | Blocks specific sites, channels and apps | Account and manager account exclusions are respected for Display, Search Partners and Video |
| Content suitability | Inventory type and sensitive category exclusions | Maximum, Moderate or Limited. Google applies exclusions to the best of its ability, without guarantee |
| Final URL expansion | Lets Google match queries to other pages on your site | Can be turned off. You remain responsible for generated assets |
| Landing page images | Pulls images from your pages into ads | Reviewable, removable, and you can opt out |
Two details here change how you should build the campaign.
First, Google’s page on negative keywords in Performance Max states plainly that they are applicable to Search and Shopping inventory only. Adding a long exclusion list and expecting it to clean up your YouTube and Display spend will not work. For that you need brand suitability settings, placement exclusions and content suitability controls.
Second, the campaign level negative keyword limit rose from 100 to 10,000, as documented in Google’s update on goals and image controls for Performance Max. A hundred negatives was a token gesture. Ten thousand is enough to run a serious exclusion strategy, and most accounts still have fewer than fifty.
How Performance Max interacts with your Search campaign
Google documents the priority rule: Search campaigns with exact match keywords are prioritised over Performance Max when a query matches. The caveat matters as much as the rule. If the Search campaign is budget limited, Performance Max may occasionally serve on those exact match terms.
So the protection is conditional on funding your Search campaign properly. A budget limited Search campaign is not just losing impressions, it is opening a door for Performance Max to take the queries you deliberately bid on.
How to launch Performance Max without cannibalising Search
Work through these in order. The sequence is the point: steps one to three are what prevent the campaign from reporting phantom success.
- Fix conversion tracking first. Separate conversion actions for form fill, qualified lead and closed customer. Import the back end actions from your CRM where you can. Count only the qualified action as the primary conversion.
- Fully fund your Search campaign. Confirm it is not budget limited, so the exact match priority rule actually protects you.
- Build the brand exclusion list before launch, not after. Your brand, every spelling variant, and competitor brands if you do not want that traffic.
- Load negative keywords at launch. Jobs and careers, free, cheap, DIY, wholesale, training and certification terms, competitor names, and every city you do not serve. Use the headroom you have.
- Turn off final URL expansion for the first month. Keep traffic on the pages you chose while you learn what the campaign does.
- Build one asset group per service line, not one per campaign. Mixing emergency repair with scheduled installation in a single asset group blends two different buyers.
- Write audience signals from your real customer data. Customer match lists and site visitors beat demographic guesses.
- Set content suitability deliberately. Review inventory type and sensitive category exclusions rather than leaving the default.
- Start at roughly a quarter of your Search budget and hold it there for thirty days.
- Review channel and placement reporting weekly for the first month, then move to monthly. Add placement exclusions as the data arrives.
- Judge it on cost per closed customer, reconciled against your own records, not on the cost per conversion in the interface.
Step eleven is where most accounts are decided. The campaign will almost always look better in Google Ads than it looks in your books, because the interface counts conversions and your books count customers.
One more operational point. Paid traffic amplifies whatever your follow up process already is. If leads sit for hours before anyone calls, Performance Max will buy you more leads to ignore. Our speed to lead follow up system covers the fix, and it is cheaper than any bid adjustment.
What should you budget in CAD?
Below roughly $1,500 CAD per month in media spend, a disciplined Search campaign will usually outperform Performance Max for a Canadian service business. The ranges below are planning guidance based on typical Canadian service category costs per lead, not a published survey, so validate them against your own account data.
| Monthly media spend (CAD) | Recommended structure | Why |
|---|---|---|
| Under $1,500 | Search only, exact and phrase match | Not enough conversion volume for Performance Max to leave learning |
| $1,500 to $3,000 | Search primary, Performance Max only with offline conversion import | Borderline. Without lead quality data it optimises to the wrong target |
| $3,000 to $8,000 | Search plus Performance Max at roughly 25 to 30 percent of spend | Enough volume to learn while Search protects captured demand |
| $8,000+ | Search, Performance Max, and separate Demand Gen or video testing | Enough budget to separate prospecting from capture |

Common mistakes
- Launching with form fills as the only conversion. The single most common reason Performance Max disappoints lead generation businesses.
- No brand exclusion list. The campaign absorbs your brand traffic and reports a cost per acquisition you cannot reproduce anywhere else.
- Expecting negative keywords to clean up Display. They apply to Search and Shopping inventory only.
- Running Performance Max while Search is budget limited. Removes the exact match priority protection you were relying on.
- One asset group for everything. Blends unrelated buyers and weakens every signal you supply.
- Judging it in the first two weeks. It needs a full learning period before the numbers mean anything.
- Leaving final URL expansion on from day one. Traffic lands on pages you never scoped as landing pages.
- Ignoring placement and channel reporting. The reporting exists now. Not reading it is a choice.
- Treating it as a replacement for Search. It is an expansion layer on top of capture, not a substitute for it.
Pros and cons for a Canadian service business
Pros
- Reaches inventory a Search campaign cannot touch, from one budget
- Far less day to day bid and keyword management
- Strong at finding demand you did not know to bid on
- Reporting has improved substantially: asset group, channel and placement data are all available
- Scales cleanly once the conversion signal is correct
Cons
- Punishes weak conversion tracking harder than any other campaign type
- Needs real volume to stabilise, which prices out smaller budgets
- Will absorb brand traffic unless you explicitly stop it
- Negative keyword control does not extend to YouTube or Display
- Diagnosis is slower when something goes wrong, because fewer variables are yours
- Reporting transparency has improved more than the levers to act on it
Frequently asked questions
Is Performance Max worth it for a small business?
Only with enough conversion volume for it to learn and a conversion definition that reflects lead quality. For a Canadian service business under roughly $1,500 CAD per month in media spend, a focused Search campaign will usually produce better customers for the same money.
Can you add negative keywords to Performance Max?
Yes. You can apply them to one Performance Max campaign or across campaigns, and at the account level. The campaign level limit was raised from 100 to 10,000. Google states they apply to Search and Shopping inventory only, so they will not filter YouTube or Display placements.
Will Performance Max steal traffic from my Search campaign?
Google documents that Search campaigns with exact match keywords are prioritised over Performance Max when a query matches, with one exception: if the Search campaign is budget limited, Performance Max may occasionally serve on those terms. Keep Search funded and the protection holds.
How do I stop Performance Max from bidding on my own brand name?
Build a brand list and apply it as a brand exclusion, either to the individual campaign or at account level from the Content page. Do this before launch, otherwise the campaign’s early reporting will be inflated by brand conversions.
How long before Performance Max produces reliable results?
Plan for a full learning period followed by a meaningful run of data. For most service accounts that means six to eight weeks before the numbers support a decision. Changing budget, bidding or conversion actions restarts learning, so resist the urge to intervene weekly.
Does Performance Max work without a product feed?
Yes. A feed is required for Shopping inventory, not for the campaign type. Service businesses run it on asset groups and audience signals alone. The feed is one reason ecommerce results tend to look stronger, because the feed itself is a very rich signal.
Should I switch my Search campaigns to Performance Max?
No. They do different jobs. Search captures demand that already exists, Performance Max looks for demand you have not reached. Replacing capture with discovery usually raises cost per customer even when cost per conversion falls. If you are also being prompted about AI Max for Search, we covered that separately in our guide to the Dynamic Search Ads migration to AI Max.
The verdict
Performance Max is a good product being asked to do a job it was not designed for. Built for ecommerce, where value is attached to every conversion, it rewards accounts that can tell it what a good outcome is worth, and quietly punishes accounts that cannot.
For a Canadian service business, the order of operations is not complicated. Get conversion tracking honest. Fund Search properly. Then, if the budget supports it, add Performance Max as an expansion layer with brand exclusions and a real negative keyword list in place from day one.
Do it in that order and it is a useful growth channel. Do it in the reverse order and you will spend six months optimising toward leads you would never have called back.
